Capital Investment Subsidy for Establishment of Way Side Amenities Under Green Field or Franchise Model

The Tourism Department, Government of Madhya Pradesh, administers the "Capital Investment Subsidy for Establishment of Way Side Amenities Under Green Field or Franchise Model" scheme. This initiative supports the development of travel and tourism infrastructure across the state by encouraging private investment in standardised facilities along highways and tourist routes.

Financial assistance under the programme reduces the initial capital burden for entrepreneurs and investors, speeding up the creation of amenities such as restaurants, rest areas, fuel stations, and other traveller-focused services. The scheme aims to improve comfort and safety for tourists and commuters, while also creating local employment and supporting economic activity in different parts of Madhya Pradesh.

The programme forms part of the state's broader tourism policy, which seeks to build a more developed and welcoming tourism ecosystem and strengthen Madhya Pradesh's position as a preferred travel destination.

The application process for the Capital Investment Subsidy is conducted online through the Madhya Pradesh Government's Invest Portal. Applicants begin by registering on the portal as a "Vendor / Investor," furnishing basic organisational details such as entity type (Public Limited Company, Private Limited, LLP, Proprietorship Firm, Partnership Firm, Cooperative, Trust, FPO, or Individual), company name, and the authorised person's name. A valid email ID and mobile number are required, as all subsequent communications, including login credentials, are directed to these contacts. Following initial registration, a User ID and password are issued, enabling applicants to log in and complete a detailed profile update, which is mandatory before any scheme application can be made.

After registration and profile completion, the main application process begins. Applicants must obtain all requisite mandatory permissions through the online single-window system. In parallel, construction of the wayside amenity unit must be undertaken, ensuring that the minimum capital expenditure of ₹25,00,000/- is met and properly documented. Once commercial operations commence, proof of this operational status must be collected. The final step involves submitting the capital subsidy application online, along with all supporting documents, within one year from the date of commencing commercial operations. The Tourism Department/Board then verifies the submitted application and documents, after which the eligible subsidy claim is processed and disbursed. This procedure maintains compliance and transparency in the distribution of state support.

The Tourism Department/Board reviews each Capital Investment Subsidy application submitted through the online portal. Verification covers all documents against the eligibility criteria and the Way Side Amenities Policy 2016. Checks confirm that the minimum capital expenditure is met, the unit follows the approved Green Field or Franchise model, and the site is one identified or approved by the department.

No competitive pitch rounds or jury evaluations take place. The process is administrative, confirming compliance with prescribed norms. Once verification succeeds and approval is granted, the subsidy claim is processed and funds are disbursed to the eligible beneficiary.
