About this program
The Charmashilpa Scheme, introduced by the Government of Karnataka through the Karnataka Leather Industries Development Corporation Ltd. (Lidkar), targets the modernisation of the traditional leather artisan sector. Its stated aim is to support leather artisans, Self-Help Groups (SHGs), and cooperative societies with financial and technical assistance.
This assistance is intended to help beneficiaries move from conventional production methods to more mechanised operations. The scheme supports the establishment of modern production infrastructure, with the goal of improving the quality of leather goods produced in the state and strengthening their market position. Expected outcomes include higher productivity, improved product finishing, and increased incomes for participating artisans.
The scheme responds to the need for capital investment and technological upgrades, which are often difficult for individual artisans or smaller groups to secure on their own. Through a structured financial package and technical guidance, Charmashilpa aims to preserve traditional craftsmanship while incorporating contemporary business practices and technology, supporting the long-term growth of Karnataka's leather industry.

How applications are assessed
Applications received via the Seva Sindhu Portal are first checked to confirm that they meet the stated eligibility conditions, such as caste, age, and income limits. Those that pass this stage are then examined by the Social Welfare Department and Karnataka Leather Industries Development Corporation Ltd. (Lidkar), which assess whether the proposed modernisation of the production unit is workable.
Although the scheme does not specify a formal review body, proposals are typically judged on how complete they are, how well they align with the programme’s aims, and the likely effect of the project. Candidates who make the shortlist may be asked for additional details or clarification of their plans before the final decision is made and the grant is released.
