About this program
This is a long-running central-sector scheme through which the Ministry of Social Justice and Empowerment supports NGOs that run welfare projects for Scheduled Caste communities. Eligible project types are prescribed in the scheme guidelines and include residential and non-residential schools, coaching for competitive examinations, medical care and awareness camps.
Under the scheme the ministry meets up to 90% of admissible recurring project cost; the implementing organisation contributes the remaining 10%.

The applicant must be registered under the Societies Registration Act, as a public trust, or as a Section 8 company; must have been in existence for at least three years; must have satisfactory audited accounts for the last three years; and must be registered on NGO Darpan.
How to apply
Proposals are submitted through the NGO-Partnership System (NGO-PS) after the ministry issues the annual call. State governments make the field recommendation before a grants-in-aid committee decides.

Register on NGO Darpan
Every applicant must have an active Darpan ID from NITI Aayog before proposals can be submitted.

Prepare the annual proposal on NGO-PS
The ministry accepts proposals through its NGO Partnership System portal.

State inspection and recommendation
The state government inspects the proposed project and forwards a recommendation to the ministry.

Grants-in-Aid committee decision
The ministry's Grants-in-Aid Committee reviews recommended proposals and issues sanction orders for the financial year.
Reporting and compliance
Grantees must submit utilisation certificates in the GFR 12-A format, audited statements of accounts, and progress reports each year. Continuation of grant depends on satisfactory reports.
