NGO-PS

The single portal through which most central government ministries accept NGO grant proposals.

The NGO Partnership System ("NGO-PS") is the online proposal-and- sanction workflow that most central government ministries use to receive project proposals from NGOs, forward them to the state government for recommendation, and issue sanction orders.

An NGO logs in with its Darpan ID, selects the ministry and scheme, uploads the project proposal against the scheme's structured template, and tracks the proposal through state inspection, ministry grants-in-aid committee review, and final sanction. Post-sanction, utilisation certificates (GFR 12-A) are also filed through the same portal.

Not every ministry uses NGO-PS — some run their own portals (the Ministry of Women and Child Development's HELPLINE portal, for instance) — but the common workflow is: Darpan first, then NGO-PS or the ministry equivalent.
