About this program
The Rise Together programme, run by Mission Youth in Jammu & Kashmir, is built around the idea of community-oriented entrepreneurship. It offers young people strategic guidance and financial support to set up viable businesses, with the aim of generating employment, raising incomes, and encouraging a sense of social responsibility among the region’s emerging entrepreneurs.
The programme’s objectives include linking youth livelihood efforts with broader socio-economic development, providing handholding and funding for model Community Oriented Enterprises, and delivering end-to-end support—from production to marketing—for ventures that benefit the wider community. It also seeks to pool resources and expertise through coordinated engagement with relevant stakeholders, introducing a distinct ‘Rise Together’ growth model to foster inclusive development within local social networks.
Supported activities span mechanised dairy units, automated sheep farms, departmental stores, manufacturing units using indigenous raw materials, wayside amenities on tourist circuits, sound and light recreational facilities, smart teaching-learning setups, and supply and distribution networks for retail products. Any other activity that advances self-reliance and inclusive social development is also considered.

Selected youth groups undergo a counselling session before they are asked to prepare a Detailed Project Report (DPR) describing their planned activities.
The DPRs are then reviewed by a Technical Committee formed by the Chief Executive Officer of Mission Youth. Only proposals that satisfy the committee's criteria are eligible for funding. Groups whose DPRs are approved receive pre-sanction training to support proper implementation of their projects.
