About this program

The Chief Minister's Micro Finance Initiative (CMMFI), introduced by the Department of Finance, Government of Nagaland, is designed to broaden credit availability for economic activities throughout the state. It serves individual farmers, entrepreneurs, Self-Help Groups (SHGs), and Farmer Producer Organizations (FPOs), addressing the financial constraints these groups encounter. The programme aims to supply the capital required for both new and established ventures to succeed, thereby supporting local economic development and sustainable livelihoods.

The initiative incorporates several measures to make credit more attainable and economical. These include interest subvention or subsidies on bank loans for new borrowers, additional interest subvention beyond what central government schemes provide to lower borrowing expenses, and collateral-free credit for Micro and Small Enterprises. Both subsidy-linked and non-subsidy linked loans are offered, accommodating a range of financial requirements and project types in the state.

The CMMFI pursues multiple objectives. It works to raise farmers' incomes by boosting agricultural investment, encouraging quality inputs, and fostering modern technology adoption. The scheme also seeks to drive investment in Agri & Allied sectors and small enterprise development. Additionally, it aims to instil credit discipline among beneficiaries, secure greater banking sector involvement in supporting these segments, and strengthen the Agri-marketing network and infrastructure in Nagaland. The overarching goal is to nurture private enterprise and provide collateral-free credit access to budding entrepreneurs, contributing to economic growth and sustainable livelihood creation across the state.

How applications are assessed

Applications received through the online portal are initially reviewed by the relevant bank branch, which carries out due diligence for every category of beneficiary. Where the capital-subsidy component of a loan exceeds ₹10 lakhs, the Nodal Department (Finance Department) may be consulted for technical input before beneficiaries are finalised. This joint assessment confirms that projects are financially viable and consistent with the scheme’s aims.
