About this program

The State Capital Investment Subsidy functions as a sub-scheme within the Banglashree for Micro, Small and Medium Enterprises initiative, which the Government of West Bengal introduced on April 1, 2020. Through substantial fiscal incentives, the programme seeks to advance industrial growth and strengthen the MSME ecosystem across the state.

The wider Banglashree scheme is designed to motivate entrepreneurs to set up and scale micro, small, and medium enterprises throughout West Bengal. This approach supports even regional development, improves resource utilisation, creates fresh employment prospects, and broadens the MSME sector's reach, with the aim of establishing West Bengal as a frontrunner in the national MSME arena.

For the State Capital Investment Subsidy, the focus falls on eligible micro and small enterprises operating in designated Zones (C, D, and E), offering direct financial assistance for their sanctioned projects. By easing the capital load, this incentive seeks to encourage investment in manufacturing, spur innovation, and secure enduring economic progress within these enterprise categories.

How applications are assessed

Applications are submitted through the online portal operated by the Department of MSME & Textiles, Government of West Bengal. Each submission is checked against the scheme’s eligibility conditions, covering the nature of the enterprise, its sector, and the date commercial production began within the prescribed timeframe. The eligibility form and Common Application Form (CAF) are examined closely.

Authorities then review the year-wise subsidy claims and the supporting documents uploaded. The final determination of whether a subsidy is admissible, and the amount payable, rests on adherence to the scheme’s rules and on verification of the fixed capital investment figures. This process is designed to keep disbursement objective and consistent.

Frequently asked questions

What is the main objective of the Banglashree for MSME Scheme?

The scheme offers fiscal incentives to entrepreneurs for setting up Micro, Small, and Medium Enterprises, with the goal of balanced MSME growth, optimal resource use, job creation, and operational expansion to position West Bengal as a leading MSME state in India.

What types of enterprises are eligible for the State Capital Investment Subsidy?

Manufacturing-sector micro and small enterprises that began commercial production on or after 1 April 2019 are eligible, whether they are privately owned, cooperative, joint-sector, state government-owned, or industrial self-help groups.

What are the subsidy percentages and maximum limits?

Micro enterprises may receive 25–60% of the Fixed Capital Investment (FCA), while small enterprises may receive 15–40%, depending on the zone. An additional 20% is available for enterprises wholly owned by women, SC/ST, or minority entrepreneurs, with the total subsidy capped at ₹50 lakh for small enterprises in Zones C and D and ₹75 lakh for those in Zone E.

Is there a specific deadline to apply for this subsidy?

Applications are reviewed on a rolling basis relative to your project's start. Your first application must be submitted within 12 months from your Date of Commencement of Commercial Production (DOCCP) or within 12 months from the date of notification of the Banglashree scheme, whichever is later, and the scheme remains in force until March 31, 2025, so your DOCCP must fall within that operational period.

What documents are typically required for the application?

Subsidy applications generally require incorporation documents, project reports, proof of fixed capital investment, financial statements, MSME registration, and relevant permits or licences for the manufacturing unit. For exact requirements, refer to the official guidelines and user manual on the Shilpasathi Portal.
